WHITEWATER INVESTIGATION TAKES NEW TURN

Tick, tick, tick.

That's the worrisome sound Wall Street should be hearing with respect to the investigation of the goings on in Arkansas and Washington. But since everyone in the investment community is ignoring the alleged misdeeds of the Clintons, I'll have to force-feed this stuff to you.

According to two credible sources in Arkansas, Jim McDougal and David Hale have both given Independent Counsel Ken Starr documented evidence of the wrongdoing of a very high-ranking elected figure from the state. This person is not Bill or Hillary Clinton, the ultimate goal of the hunt, but could easily lead the probers to the White House.

Hale and McDougal said this guy knew about and participated in corruption on all levels, including grave financial misdeeds with the Clintons. The influence peddling that is now being reported with regard to the White House's relations with foreign businessmen is the sort of stuff that went on for years while Clinton was governor of Arkansas.

Starr's hope is that this new Arkansas target, who is not one of Clinton's inner circle and doesn't even think of the president as a friend, will turn on the First Couple with a vengeance when confronted with the evidence. In other words, Starr hopes he has found his John Dean.

And, yes, I know the identity of the target.
